Amazon Kindle Fire HD 7 To Side Load Google Play in Rooted device
As earlier we mentioned the Amazon's Latest Kindle Fire HD 7 has a more secure boot loader. but it has proven wrong and the Tablet is Successfully rooted. and now it can side load the Google play on the ICS based Kindle Fire HD 7.

As the first step is to Root the device, for that you need to Download SU:

Download http://downloads.nos...-arm-signed.zip

After you download the file, extract the contents and pull SU from /system/bin/ and SuperUser.apk from /system/app/ and put them in the directory you'll be working from.
After that, execute the following commands:

adb shell
rm -r /data/local/tmp
ln -s /data/ /data/local/tmp
exit
adb reboot
adb shell
echo 'ro.kernel.qemu=1' > /data/local.prop
exit
adb reboot
adb shell mount -o remount,rw /system
adb push su /system/xbin/su
adb shell
chown 0.0 /system/xbin/su
chmod 06755 /system/xbin/su
rm /data/local.prop
exit
adb reboot
adb install Superuser.apk
If you face any problems or debuts you can use help of Root wiki Support thread.

As the First Step of Rooting is successful Now you install custom ROM's and tweaks to Amazon's Latest Kindle Fire HD 7 device. you can follow xda-developer forum member stopxwatch’s instructions for installing the Play Store.
Rooted Kindle Fire HD with working GAPPS and Play Store
So I gave this a shot and it worked perfectly.
1. Root your Kindle Fire HD
2. Downloaded and install the GoogleServicesFramework.apk
3. Download Vending.apk
4. Using a file explorer app on the Fire with superuser permissions AND the system file permissions set to Read-Write, move Vending.apk to /system/app.
5. Change the permissions of Vending.apk to User - Read/Write, Group - Read, Others - Read
6. Install Vending.apk
7. The Android Market should show up in your Kindle Fire HD apps. Tap on it and follow the steps.
8. Download and install the Play.apk to upgrade the the android market to the current Play market.
9. Enjoy!

Vending.apk - mediafire.com/?31bn3e258jjpj8d
Play.apk - mediafire.com/?wwcqrlfwt8o1gnv

There’s something important to keep in mind before you get started. Rooting your tablet and mucking around with the /system/ directory can be a bit risky. If anything goes wrong, you could end up with an unbootable tablet — and since the Kindle Fire has a locked bootloader, there’s no simple way to restore from a backup or re-install the operating system yet.

If that doesn’t scare you, all you need to do is download the GoogleServicesFramework, Vending, and Play files from stopxwatch’s links and follow his steps for installing them. You’ll need a file explorer that lets you browse root directories and change read/write permissions. ES File Explorerand Root Explorer are both available from the Amazon Appstore.

( Note : Rooting and Installing other Unauthorized Apps by manufacture will void your warranty, do it in your own risk and we don't take responsibility on any damages caused by rooting so do it in your own risk and ask questions in respective forums. which listed to know more if you have any doubts )
